John B. Maher Vice President, Eastern Region
John B. Maher is a dynamic executive that possesses proven sales success and knowledge and understanding of Continuous Process Improvement, strategic planning and marketing, business development, e-commerce, total quality management, predictive modeling, and organizational performance measures. He has deep leadership and management experience covering 25 years with the Department of Defense, six years in higher education, and five years as CEO of a consulting firm. Mr. Maher is skilled at building and leading high performance teams capable of exceeding industry standards in productivity and efficiency.
As Vice President, Eastern Region at MainStream GS, Mr. Maher leads the company's business development efforts for targeted accounts in the eastern United States. He collaborates with the company's Delivery Managers to maintain and grow targeted existing accounts.
Prior to joining MainStream, Mr. Maher was General Manager / Director, Corporate Development for Chenega Advanced Solutions and Engineering (CASE) LLC. He directly oversaw five national offices and 150 personnel and was responsible for generating over $1 billion in business development. Key clients secured by Mr. Maher include: Army Fort Monroe DOIM, AMCOM Express, GSA Alliant Small Business GWAC, and the Air Force Base Expeditionary Airfield Resource contracts.
Mr. Maher was Chief of Staff for City of Portsmouth, Virginia where he managed 2,200 employees, 22 City departments, and a $500 million annual budget. Key accomplishments included managing a three-year strategic reorganization for the city and the adoption of three strategic budgets that established a ten-year capital investment priority plan, raised $90 million in new revenue, and restored the City's AA bond rating.
He was Senior Air Force Strategic Weapons Planning & Project Manager for Synergy Inc.. Client projects included coordinating the US Air Force's strategic planning for weapons transformation initiatives and requirements with the US Air Force Weapons Requirement Division. He developed the first Joint Capability Effects Requirements Master Plan that depicted a $2 billion weapons roadmap reinvestment strategy.
Mr. Maher was Director of Strategic Planning, Marketing and Institutional Research at Regent University. Working with the President, Provost, and Board, he developed a comprehensive strategic plan that initiated the organization's explosive growth including a $7.8 million campus in Washington DC and a doubling of the institution's enrollment within six years.
During his career with the US Navy, Mr. Maher was Officer-in-Charge Beech Kingair Flight Command. Mr. Maher implemented performance improvement initiatives, which were responsible for increasing Kingair flight output by 75% with no increase in expenses. Mr. Maher was Officer-in-Charge of the VFC-12 Aggressor Flight Squadron. He implemented initiatives which resulted in saving the US Navy $200 thousand in new contracts and $1 million in annual maintenance expenses Flight training productivity improved by 25% without increasing the original $3.5 million operating budget.
Mr. Maher earned his Masters of Business Administration from Regent University and completed his Doctor of Philosophy degree through the dissertation process (ABD) at Old Dominion University. He attended the Senior Executive Institute (SEI) and earned his Project Management Certificate from the University of Virginia. Mr. Maher completed Navy Safety School after completing the Navy Fighter Weapon School (TOPGUN). He received a Bachelor in Science degree in Mathematics and Computer Science with a Minor in Engineering Science from the United States Naval Academy.
